About Cait Frances

Caitlin F. Justesen, “Cait Frances,” is a strategic communications and external affairs advisor with experience operating at the intersection of national security, executive communications, and organizational visibility.

With more than a decade of experience leading within federal and state government agencies during national crises, she has advised senior leaders through moments of heightened scrutiny, institutional change, and public exposure.

During her time at FEMA, Caitlin led interagency communications coordination efforts during the 2021 Unaccompanied Children Mission, supporting nightly briefing engagements with White House communications and congressional affairs teams.

 

She later served as Executive Communications Advisor to the FEMA Administrator, advising senior leadership messaging during nationally significant disaster response operations.

At the Pentagon, Caitlin served as Director of Strategic Communications for Naval Intelligence & Security, leading enterprise communications and institutional positioning efforts while advising senior military leadership on high-visibility messaging and organizational strategy.

Today, Cait Frances Communications advises clients navigating moments where narrative, positioning, and perception directly influence outcomes.
